EALs FOR PFASs (July 2020)

The memorandum posted below presents interim, soil and groundwater Environmental Action Levels (EALs) for screening of sites contaminated with perfluoroalkyl and polyfluoroalkyl substances (PFASs). Brief overviews of key topics are presented with references provided for additional details. The action levels represent a supplement to the HEER Office guidance document Evaluation of Environmental Hazards at Sites with Contaminated Soil and Groundwater (“EHE Guidance;” HIDOH 2017a). A separate, Excel-based EAL Surfer of electronic lookup tables specific to PFASs is available for download from the link below.

Comments and suggestions for edits are welcomed and should be submitted to Roger Brewer of the HEER Office ([email protected]) by August 31, 2020. Publication of final EALs is anticipated for Fall 2020. Draft EALs presented in this document or alternative action levels approved by the HEER Office should be used in the interim. The EALs will be periodically updated in the future as new information is obtained.


FILL MATERIAL AND STOCKPILE TESTING (October 2017)

The HEER Office document Guidance for Soil Stockpile Characterization and Evaluation of Imported and Exported Fill Material was updated in October 2017. Updates primarily pertained to regulation of soil as a “waste” under RCRA. A hazardous waste determination is required if the concentration of a contaminant in soil exceeds the most conservative Tier 1 EAL for unrestricted land use (groundwater is a source of drinking water and <150m to surface water) and the soil will be reused or disposed of offsite. TCLP data are required as part of a hazardous waste determination if Tier 1 EAL is exceeded AND the concentration of a chemical in soil (in mg/kg) exceeds 20 times the TCLP limit (in mg/L).


LONG-TERM MANAGEMENT OF CONTAMINATED SITES (2007)

2007 HEER Office guidance for the long-term management of petroleum-contaminated sites is posted in the below link. The guidance can also be applied to non-petroleum sites as part of a site-specific Environmental Hazard Management Plan.
