New Emergency Planning Requirements for Lithium-Ion Battery Facilities

Effective December 12, 2025, the Hawaii State Emergency Response Commission (HSERC) has designated facilities that store, use, or manufacture 10,000 pounds or more of lithium-ion batteries as subject to emergency planning requirements under HAR 11-453-17. This designation addresses the risks of lithium-ion battery fires and supports Hawaii’s clean energy goals.
