FY 2025 MENTAL HEALTH BLOCK GRANT MINI-PROPOSAL
2025 MHBG Only Application/Behavioral Health Assessment and Plan

Overview

Mandated by the U.S. Congress, Substance Abuse and Mental Health Services Administration (SAMHSA) community mental health block grants (MHBG) are noncompetitive grants that provide funding to states for mental health services for adults with Serious Mental Illness (SMI) and children/youth with Serious Emotional Disturbances (SED).

Every other year per SAMHSA requirements Hawaii submits a comprehensive grant proposal and between these years a mini-grant proposal. Hawaii’s mini-proposal for fiscal year 2025 (FY25) MHBG cover this year’s requirements as provided in this year’s guidance.
