Clean Water Act Section 319 Grant Funding Information

The Surface Water Protection Branch (SWPB) administers grant money it receives from the EPA through Section 319(h) of the Clean Water Act to address polluted runoff. Section 319 funds support the implementation of polluted runoff control projects on a watershed or waterbody scale. Generally, 319-funded projects implement a component of an approved watershed-based plan or alternative plan to restore impaired waters or protect high quality waters.

Previously, this grant was administered by the Polluted Runoff Control Program housed within the Clean Water Branch.

Submitting a 319 Grant Proposal

The SWPB is pleased to announce the posting of the 2026 Request for Proposals (RFP) for Watershed Implementation Projects (Solicitation No. SWPB-CAS-25-01). More information regarding this funding opportunity can be found within the RFP posted on the Hawaii Awards & Notices Data System (HANDS) website linked here: Hawaii Awards & Notices Data System. Please note that you may need to search for the RFP by solicitation number. The first deadline to submit written questions pertaining to the RFP is May 20, 2025 at 2:00 P.M. HST.

State and local entities that are legally considered governmental institutions may be eligible for 319 funding outside of the RFP if funds are available.

At a minimum, grant recipients must provide 30% matching funds or in-kind contributions from non-federal sources.
