The Family Court Liaison Branch (FCLB) is a section of the Child & Adolescent Mental Health Division (CAMHD) of the State of Hawaii Department of Health (DOH). FCLB has offices at both the Hawaii Youth Correctional Facility (HYCF) and Hale Ho’omalu Juvenile Detention Facility (Detention Home – DH). FCLB provides psychiatric and psychological screening, assessment, evaluation, treatment, and consultative services to children and adolescents involved with the juvenile justice system. This includes all youth committed to the Hawaii Youth Correctional Facility (HYCF), youth detained at Hale Hoʻomalu Juvenile Detention Facility (Detention Home), and youth at Home Maluhia (Shelter).
FCLB works in collaboration with HYCF, DH, and Shelter staff in order to provide mental health services to youth throughout their incarceration/detainment. Additionally, FCLB is comprised of Social Workers/Human Services Professionals, Psychiatrists and Psychologists with whom the youth can expect to work closely with. Many youth also receive services through one of CAMHD’s state wide Family Guidance Centers (FGC). FCLB works closely with the youth’s home FGC in order to ensure continuity of care and successful transition back to community-based mental health services.
