Eligibility Details
The Child & Adolescent Mental Health Division (CAMHD) serves Hawaii youth with “high need” for mental health treatment services, sometimes referred to youth who have severe emotional disturbances (SED). To be CAMHD eligible, children and youth must be physically present in the state of Hawaii at the time of application for services and must meet ALL of the following clinical criteria:

  1. Children and youth must be ages 3 through 20 to apply for CAMHD services. Youth over 18 must consent to their own treatment services.
  2. Children and youth must have been diagnosed with a qualifying mental health diagnosis by a Qualified Mental Health Professional, documented within the past 12 months. Diagnoses must be included in Section II of the Diagnostic and Statistical Manual of Mental Disorder, Fifth Edition (DSM-5).
  3. Children and youth must be experiencing moderate to severe impairments in their daily functioning because of their mental health diagnosis. This is determined by the CAMHD Clinical Lead as part of the eligibility process and is operationally defined by a score on the Child and Adolescent Functional Assessment Scale (CAFAS).

In addition, children and youth must be able to access at least one of the following funding sources:

  1. Coverage by a Med-QUEST Integration Health Plan (QIPH),
  2. Special Education support through a referral from the Individualized Education Program (IEP) team of their public school that identifies the need for intensive mental health services in order to benefit from their education,
  3. Office of Youth Services (OYS) funds through a referral from the OYS Administrator, or
  4. Acceptance into a grant-funded CAMHD program: Kealahou Services for girls on Oahu who have experienced significant trauma or OnTrack Hawai’i program for youth and young adults who experienced their first episode of psychosis.
