The Hawaii Department of Health (DOH), Clean Water Branch (CWB) is soliciting comments on the University of Hawaii (UH) Maui College, SWMP.
The DOH has selected the Two-Step General Permit approach to regulate Small Municipal Separate Storm Sewer Systems (Small MS4s) under the State’s National Pollutant Discharge Elimination System (NPDES) program. The first step of the Two-Step process was the adoption of Hawaii Administrative Rules (HAR) Title 11, Chapter 55, Appendix K. The public notice of the Maui College SWMP is the second step. Both HAR 11-55, Appendix K and the Maui College SWMP will be NPDES permit conditions for the Maui College Small MS4 to regulate and impose water pollution control requirements on the discharge of stormwater and certain non-stormwater discharges to receiving State waters, to meet the MS4 permit standard, and to protect water quality.
The Maui College campus is located within the Central Maui urban area of Kahului/Wailuku. The campus is in a triangular shape and is bounded by Kaahumanu Highway to the South, Kahului Beach Road to the Northeast and Wahine Pio Avenue to the Northwest.
The Maui College Kahului campus comprises of 24 primary buildings and several smaller structures such as portables, hale classrooms, restrooms and mechanical buildings located on 78 acres of land. Campus buildings include Administration, Agriculture, Art/Ceramics, Autobody, Automotive, Building Trades, Business, Carpentry, College of Tropical Agriculture and Human Resources (CTAHR), Community Services, Culinary Arts, Dental Hygiene, Extended Learning and Workforce Development, Health Center, Hospitality Academy Training Center, Information Technology, Library, Math/Music, Nursing portables, Operations and Maintenance, Science, Student Center, Testing and Learning Commons, and Welding. At grade parking are located on the northern and western sides of the campus, with additional parking areas dispersed around the vocational shops on the southeastern side of the campus. Campus is accessible from both Kaahumanu Highway and Wahine Pio Avenue. Loading spaces are dispersed campuswide to serve individual buildings. Bicycle racks and moped/motorcycle parking are also provided. Landscaped open spaces include the large center Great Mall, swap meet drainage sump, Kauluwehi Garden, CTAHR urban garden as well as a large ground mount photovoltaic farm.
The SWMP was developed to address the requirements of the Small MS4 NPDES Permit and reduce, to the maximum extent practicable, the discharge of pollutants to and from the MS4 to protect the receiving water. The receiving water is Kahului Bay.
Kahului Bay is designated as “Class A, Embayment” under HAR 11‑54, Appendix C. It is the objective of Class A waters that their use for recreational purposes and aesthetic enjoyment be protected. Any other use shall be permitted as long as it is compatible with the protection and propagation of fish, shellfish, and wildlife, and with recreation in and on these waters. These waters shall not act as receiving waters for any discharge which has not received the best degree of treatment or control compatible with the criterial established for this class.
Persons wishing to comment upon or object to the proposed SWMP or to request a public hearing, should submit their comments or requests in writing no later than 30 calendar days after the date of this notice, either through e-mail at [email protected] or by mail at P.O. BOX 3378, Honolulu, HI 96801‑3378.
Copies of the Notice of Intent (NOI), SWMP, and other information are available for public inspection, Monday through Friday (excluding holidays) from 7:45 a.m. until 4:15 p.m., at the DOH-CWB office located at 2827 Waimano Home Road, Room 225, Pearl City, HI 96782 and at the Maui District Health Office, 54 South High Street, Room #301, Wailuku, Hawaii 96793. All written comments and requests received on time will be considered. If the DOH determines that there is significant public interest, a public hearing may be held after at least 30 calendar days of public notice.
