Disabled Paid Parking Exemption Permit

Effective July 1, 2021

As required by HRS §291-55, temporary (red) placards, long term (blue) placards, and special license plates will no longer provide a parking meter fee exemption. All three permit types will continue to allow a vehicle to park in a reserved accessible parking space and will continue to be issued to applicants with a qualifying mobility disability.

Pursuant to Hawaii Revised Statutes §291.51-7, disability parking permits that have been issued by authorities of other states and countries may be used for the purpose of parking in reserved accessible parking spaces. All parking fees will apply.

The Disability and Communication Access Board (DCAB) will begin issuing Disabled Paid Parking Exemption Permits (DPPEP) to qualified applicants that may be used by the permittee to park a vehicle:

(1) in a reserved accessible parking space

(2) in a metered parking space without payment of the fee for the first 2.5 hours or the maximum time the meter allows, whichever is longer, or

(3) in an area where the parking fee is collected via an unattended pay station without payment of the fee for the first 2.5 hours.


To qualify for the DPPEP, an applicant must have a qualifying mobility disability, possess a valid driver’s license, and have one of the following conditions (§11-219-6.25, HAR):

1. The applicant cannot reach above the applicant’s head to a height of 42 inches from the ground due to a lack of finger, hand, or upper extremity strength or mobility;

2. The applicant cannot approach a parking meter due to use of a wheelchair or other mobility device; or

3. The applicant cannot manage, manipulate, and insert coins, bills, or cards in a parking meter or pay station due to a lack of fine motor control in both hands.


If you are applying for a first time DPPEP or renewing an expiring DPPEP,

You must submit:

  • The completed PA-3 Form
  • A copy of your valid driver’s license

  • The completed PA-3 Form
  • A copy of your valid driver’s license
  • The mutilated placard and/or its parts

If you are applying for a replacement of a lost, stolen, or confiscated DPPEP that is still valid,

You must submit:

  • The completed PA-3 Form
  • A check or money order made payable to the “Department of Health” for the following amount:
    • First replacement – $30
    • Second replacement – $60
    • Third replacement – $90
    • Subsequent replacements – $120
