City and County of Honolulu Disability Parking Permit Information

Application Methods (How to Submit):

In-Person:

All disability parking permit applications for the City and County of Honolulu may be submitted in-person at a Satellite City Hall by making an online appointment at alohaq.org.

Select your desired location, then click: “Motor Vehicle and Other Services” to schedule an appointment.

Standby Option:

Customers who arrive without an appointment may use the standby option. These customers are placed on a standby list and are served between scheduled appointments when there are cancellations or no-shows.

Wait times may vary, but standby provides an alternative to scheduling in advance. Appointments are prioritized; however, every effort is made to serve standby customers as soon as possible.


Additional instructions / Conditional information:

If you are applying for any of the following:

  1. Temporary (red, 6 months or less);
  2. Replacement of a lost, stolen, confiscated, or mutilated temporary (red) or (long-term placard (blue) that is still valid (complete side 1 only); or
  3. Renewal of a temporary (red, 6 months or less) placard

You must present the following at a Satellite City Hall:

  • The completed PA-3 Form
  • Your valid I.D.
  • A check for $12 payable to: City and County of Honolulu

If this is your first time applying for a:

  1. Long-term (blue, six year) placard
  2. Special license plates (vehicle registration required)

If you are renewing a long-term (blue) placard or special license plates (if applicable):

Submit by mail:

  • The completed PA-3 Form
  • A copy of your valid I.D.
