CWB completes public comment period and public hearing for HAR Chapter 11-55 and HAR Chapter 11-55 Appendices B, E, F, G, K
Posted on Jul 22, 2026 in AnnouncementsThe Department of Health (DOH), Clean Water Branch (CWB) has completed the public comment period, held a public hearing process, and is preparing to re-adopt the National Pollutant Discharge Elimination System (NPDES) General Permits contained in Appendices B, E, F, G, and K of Hawaii Administrative Rules Chapter 11-55 (HAR 11-55). Copies of the proposed rules and facts sheets for the five appendices are listed below. On the Ramseyer formats and fact sheets, proposed additions are shown as underlined text and proposed deletions as [bracketed and strikethrough text].

- HAR 11-55 Appendix G – NPDES General Permit Authorizing Discharges Associated with Construction Activity Dewatering and Fact Sheet (PDF)
- HAR 11-55 Appendix K – NPDES General Permit Authorizing Discharges of Storm Water and Certain Non-Storm Water Discharges from Small Municipal Separate Storm Sewer Systems and Fact Sheet (PDF)
Note: these are not the re adopted General Permits.
NO ACTION IS REQUIRED AT THIS TIME.
This announcement only applies to current permittees with coverage under the NPDES General Permits contained in HAR 11-55 Appendices B, E, F, G, and K. Exact dates and datelines will be provided in a separate notification after the re-adoption of the General Permits contained in HAR 11-55 Appendices B, E, F, G, and K.
The DOH-CWB advises applicable current permittees to review the proposed General Permits and determine if their facility/activity can be covered by the proposed General Permits. If their facility/activity requires NPDES permit coverage but cannot comply with the terms and conditions of the proposed General Permits, an NPDES Individual Permit coverage is required.
