Established in 1978, this program is dedicated to building and sustaining a comprehensive statewide emergency medical services (EMS) system for Hawaii. Its mission is to make a difference, decrease mortality, injury severity, and long-term disability by implementing a fully integrated and cohesive continuum of emergency and pre-hospital care. The system strategically coordinates personnel, facilities, and essential resources within the pre-hospital environment, to ensure rapid, effective, and unified responses to medical emergencies, natural disasters, and other critical incidents impacting the people of Hawaii.
