Statewide Waste Characterization Study

This is the first statewide Waste Characterization Study (WCS) funded in part by a Solid Waste Infrastructure for Recycling (SWIFR) grant program awarded to the State Department of Health.  The SWIFR grant program is an Environmental Protection Association managed grant authorized by the Save Our Seas 2.0 Act and funded through the Infrastructure Investment and Jobs Act.  The 2026 Statewide WCS will provide baseline information to the Needs Assessment for an Extended Producer Responsibility Study in order to assess the current status and determine the efficacy of the recycling, reuse, and source reduction efforts in all four counties of Hawaii. The WCS will focus on the 4 landfills in each of the counties and the Waste to Energy facility on Oahu.
