Act 103: Needs Assessment for an Extended Producer Responsibility (EPR) Study

Act 103 (May 27, 2025)

Requires the Department of Health to conduct a statewide needs assessment to determine what will be needed to reduce waste generation, increase reuse, improve recycling collection services, and expand local processing of materials through an extended producer responsibility program for packaging materials and paper products. Establishes an advisory council to review the draft needs assessment and propose recommendations throughout the assessment process.

 

Needs Assessment Projected Timeline.
May 27, 2025 - Act 103, HB 750 (SLH 2025) signed into law by Governor Green.
August 28, 2025 - Needs assessment RFP posted by OSWM.
Spring 2026 - Contract finalized with qualified, awarded offeror.
Summer 2026 - Commencement of advisory council meetings.
2026-2027 - Development of needs assessment document
December 2027 - Submission of final draft of needs assessment to Legislature.
