Aloha Underground Storage Tank Owners and Operators
The Hawaiʻi Administrative Rules (HAR), Chapter 11-280.1, mandate that all single-walled tanks and piping must have secondary containment. Additionally, all underground storage tank (UST) systems are required to implement interstitial monitoring for release detection. These measures aim to prevent releases and protect Hawaiʻi’s land and water from contamination. UST owners and operators must comply with these requirements by July 15, 2028.
WHY THIS NOTICE NOW?
Although three (3) years may seem like ample time to replace or modify your UST or tank system(s) and implement interstitial monitoring, the process involves many steps that require careful planning. Several factors could potentially delay installation, including:
Supply chain limitations – Will materials and equipment be readily available?
Permit surge – A high volume of last-minute permit requests could slow approvals.
Contract availability – Finding and scheduling a contractor may be challenging.
To avoid delays and ensure compliance, we strongly encourage you to begin planning now.
JULY 2028 is approaching quickly. DO NOT WAIT!

January 1, 2045 Regulatory Deadline – PERMITS NEAR SHORELINE PROHIBITED
The department shall not issue a permit for a new underground storage tank within 100 yards of the shoreline. Beginning January 1, 2045, no person shall operate an underground storage tank within 100 yards of the shoreline and no permit shall be renewed. (refer to Hawaii Revised Statutes 342L-4.5)
OPERATOR TRAINING & FORMS
List of Designated Class A/B/C Operators form (updated Feb 2025)
This form is not required but recommended to let the department know of Class A/B/C operator information. Class A/B information (designation form and certificates) should be submitted to DOH. Class C list needs to be updated onsite. Class A/B and C information should be onsite during UST compliance inspections.
Listing of Approved UST Training Providers (rev 3/3/25)
This form is not required Department approval does not equate to DOH recommendation/endorsement. Approved programs address the minimum topics required under under HAR §11-280.1-242 Requirements for operator training. The quality of training programs may vary.

- Approved training programs may not address Hawaii-specific regulatory requirements with much detail because there is no specific requirement to do so, or may not address the specific requirements of your facility. It is your responsibility to be in compliance with all applicable UST regulations. Please contact DOH UST Section at 586-4226 if you have any questions on the training requirements for your facility.
- Please check the list of training providers to ensure that your chosen vendor has received the required approvals.

INTENT TO CLOSE FORMS
Notice of Intent Part I 30-Day Notification – Submit this form to the DOH at least 30 days prior to the date of planned permanent UST closure and/or change-in-service.
Notice of Intent Part II 7-Day Notification – Submit this form to the DOH at least 7 days prior to the date of scheduled permanent UST closure and/or change-in-service.

NOTIFICATIONS & PERMIT FORMS
Notification for Underground Storage Tanks Form (Form 1 rev. 10/3/22) – Complete this form to notify DOH of changes to the UST or UST system.
Application for an Underground Storage Tank Permit (Form 2 rev.10/3/22) – Required by DOH for installation and/or operation; modification of UST system.
Certification of Underground Storage Tank Installation (Form 3 rev. 10/3/22) – Required within 30 days following installation of a UST or tank system.
Application for Renewal of an Underground Storage Tank Permit (Form 4 rev. 10/3/22) – Renewal application shall be received by DOH at least 180 days prior to expiration of existing permit.
Application for Transfer of an Underground Storage Tank Permit (Form 5 rev. 10/3/22) – Application for transfer of UST owner/operator shall be received by DOH at least 30 days prior to date of the transfer.
