UPDATES

July 15, 2028 Regulatory Deadline – REGULATED USTs and PIPING, SECONDARY CONTAINMENT

USTs and piping installed before August 9, 2013, in Hawaii, must be upgraded to secondary containment by July 15, 2028.

Secondary containment is a system that has an inner and outer barrier with an interstitial space monitored for leaks. Interstitial monitoring is a release detection method that monitors between the UST system and a secondary barrier immediately around or beneath the tank and piping. The system must be designed, constructed, and installed to detect a leak from any portion of the tank and piping that routinely contains product. UST or tank systems that are currently monitoring using other methods of release detection must switch to interstitial monitoring, by the July 15, 2028 deadline, no method or a combination of methods will be allowed other than interstitial monitoring. NO EXTENSION WILL BE GRANTED.
