Solid Waste Management Permit Applications and Instructions
I. Permit By Rule
Complete for the construction and operation of convenience centers (only residential waste, not more than 40 tons per day), green waste composting facilities (not more than three thousand tons per year), land clearing, grubbing, and certain agricultural and inert waste landfills, recycling and drop-off and processing facilities using single source separated material for reuse.
II. General Solid Waste Management Facility
General solid waste facility instructions (all regular facilities)
These general instructions apply to applications for the following types of facilities: construction & demolition (C&D) waste landfills, composting and co-composting, solid waste incinerators, medical waste, foreign waste, municipal solid waste (MSW) landfills, recycling, salvage, soil remediation, special waste landfills, transfer stations, and waste treatment facilities.
Application Categories
C&D Landfill application – For the design, construction, operation, closure and post-closure care of construction & demolition waste landfills.
Composting/co-composting facility application – For the construction and operation of composting facilities (greenwaste greater than three thousand tons per year) and sewage co-composting facilities.
Incineration facility application – For the construction and operation of facilities that incinerate different types of solid waste as an alternate fuel source.
Medical/foreign waste treatment facility application – For the construction and operation of medical waste and foreign waste treatment facilities.
MSW landfill facility application – For the design, construction, operation, closure and post-closure care of MSW landfills.
Recycling/auto salvage facility application – For the construction and operation of recycling facilities that process more than one type of recyclable material, and for auto salvage facilities.
Remediation facility application – For the construction and operation of soil remediation facilities.

Special waste landfill facility application – For the design, construction, operation, closure and post-closure care of special waste landfills.
Transfer station facility application – For the construction and operation of transfer stations.
Waste treatment facility application – For the construction and operation of facilities that accept and treat, process or store waste prior to disposal.
Other technologies (supplement to Attachment P3) – Include this supplement in any of the above solid waste permit applications that also utilize innovative technologies (e.g., plasma arc incineration).
