UPDATE FOR MANUFACTURED HEMP PRODUCT RETAILERS & DISTRIBUTORS
REGISTRATION
Effective January 9, 2026, the online registration system will be updated to accept credit card payments. After this update, OMCCR will no longer accept mail-in payments. All applicants MUST select credit card payment and complete the transaction for an application to be successfully submitted for review.
If you select the mail-in payment option, the application cannot be submitted. Applicants will receive an error if mail-in option is selected.
As previously announced, beginning January 9, 2026, OMCCR will no longer waive application fees and the fee will be required. Applications submitted prior to January 9, 2026, that are still pending or not yet fully processed will not be charged the application fee.
ENFORCEMENT NOTICE
As previously indicated, OMCCR will allow a grace period for hemp retailers and distributors to come into compliance with the new registration requirement. OMCCR will not begin enforcement earlier than February 1, 2026.
Please note this does not allow hemp retailers to sell products that are not compliant with state law, including requirements for allowed product types (i.e., no flower, vapes, etc.), THC potency limits, testing, and labeling. Guidance on current hemp product requirements
On January 1, 2026 at 0800 HST the new hemp business registration application will be available for applicants. All new users must create an account before submitting an application.
Account Registration
Hemp Retailers, Hemp Distributors, and Hemp Processors must create an account prior to submitting an application.
Hemp Business Registration
Once an account has been created, hemp retailers, distributors and processors can complete a registration application.
Instructions for Completing an Application
- Per ACT 269, beginning January 2026, all businesses engaged in the sale or distribution of manufactured hemp products (MHP) in Hawaii must obtain a Certificate of Registration from the Office of Medical Cannabis Control and Regulation (OMCCR). This requirement applies to:
- Retailers: Any business selling or offering manufactured hemp products to consumers in Hawaii.
- Distributors: Any business selling or offering manufactured hemp products to retailers in Hawaii.
- Online Sellers: Any business retailing or distributing manufactured hemp products in Hawaii via online services. This includes online sellers operating outside of Hawaii.
- It shall be the responsibility of the retailer or distributor to determine if they need a Certificate of Registration and that they are in compliance with any and all laws, rules, and regulations. Businesses that are required to but have not obtained a valid Certificate of Registration may be subject to enforcement action.
- Retailers and distributors will be able to apply online to obtain a Certificate of Registration beginning January 2026.
