Title V Maternal & Child Health Needs Assessment

Every state receives federal funding – the Title V Maternal & Child Health (MCH) Services Block Grant – to improve public health systems for mothers, children, youth & families, including those with special health care needs. This funding requires a regular needs assessment.

WHO

The Family Health Services Division (FHSD) of the Hawaii State Department of Health (DOH) conducts this needs assessment. Its guiding principles are equity focus, community engagement & public input.

WHY

This is a great way to learn about the health & well-being of Hawaii’s women, children, youth & families! By hearing directly from them & from the partner organizations that serve them, Hawaii can better understand the issues facing this population, especially in the wake of the pandemic & disasters like the Maui wildfires. Changing population demographics, emerging health trends & shifting program capacity make it necessary to regularly assess Hawaii’s MCH needs. What is learned from this assessment is used to identify priorities that can be effectively addressed through 2030.Focus group data collection is complete; data analysis is in-process

  • 22 focus groups were completed, covering all counties
  • 941 responses to the Hawaii Family Survey were received
  • As part of an environmental scan, 80 documents were reviewed from other recent needs assessments, evaluations & state plans
  • 149 indicators were reviewed from population survey data on the Hawai’i Health Data Warehouse, Hawai’i Health Matters website & resources provided by the federal Maternal & Child Health Bureau (MCHB).

    • Hawai’i outcomes data has been broken down by race/ethnicity, county of residence & other key categories
