Hawaii State Department of Health (DOH) AlohaSafe Story – Privacy Policy

This Privacy Policy explains how the Hawaii State Department of Health, Disease Outbreak Control Division (DOH) collects, uses, discloses and otherwise processes the data you submit to the AlohaSafe Story app. This Privacy Policy also describes your choices regarding the data you submit to the AlohaSafe Story app.

ABOUT DOH AND THE ALOHASAFE STORY APP

DOH oversees public health efforts throughout the State of Hawaii.  DOH implements appropriate security measures to ensure proper handling of user information and prevent its unauthorized use, disclosure, or access by third parties. This includes, but is not limited to, staff training, facility security, secure storage of information, and ensuring physical information is not disclosed.  The protection of electronic information using current industry standards such as encryption, data loss prevention, access controls, etc., as set forth in NIST SP 800-53 Rev 5.

The AlohaSafe Story app is intended to help support DOH’s contact tracing in response to COVID-19. Contact tracing consists of notifying and monitoring individuals who have been in close contact with someone who is infected with a virus. The AlohaSafe Story app allows users to store the data collected and processed by the AlohaSafe Story app locally on their mobile device. A user may choose to share this data with DOH through the AlohaSafe Story app.

HOW IT WORKS

DOH never collects or processes any personally identifiable information from the AlohaSafe Story app without your consent. AlohaSafe Story is based on GPS technology.  When the app is activated on your phone, it anonymously logs your location every few minutes.  You don’t need to do anything once it is downloaded and activated.  The AlohaSafe Story app only logs the time of your location and the latitude and longitude coordinates if in the same area for at least 5 minutes.  The data is saved locally on your phone for 21 days.  No other personally identifiable data is collected, stored, or exchanged by the AlohaSafe Story app.

If a user tests positive for COVID-19 and would like to share their data with DOH, a DOH contact tracer will generate a 6-digit code that the user will enter into the AlohaSafe Story app on their device so the data can be uploaded.

INFORMATION COLLECTION

If the user chooses to share information with DOH, then DOH may collect information that identifies Users when accessing the app (collectively, “Information”), which includes: time of your location, latitude, and longitude.

HOW THE HAWAII DEPARTMENT OF HEALTH USES INFORMATION

DOH may use the Information the AlohaSafe Story app collects to:

Facilitate contact tracing and exposure notification, including in connection with    the analysis and response to the COVID-19 virus.

Process and complete case investigations, and send users related information; and

Monitor and analyze data trends and activities in connection with the Covid-19 virus.

YOUR CHOICES:

YOU CAN CHOOSE TO USE THE APP

Using the AlohaSafe Story app is completely voluntary. You may choose to install and uninstall the AlohaSafe Story app at any time. If you become infected, you have an opportunity to choose to provide your personal information to DOH directly as detailed above.

Once the user authorizes sharing of the information, the DOH will then have access to the information.  The DOH may use the information to facilitate contact tracing efforts. The DOH will only do so if we can preserve the confidentiality of user identifiable information. The DOH will not sell your information to a third party.

YOU CAN CHOOSE TO ENABLE GPS LOCATION TRACKING

Enabling GPS Location Tracking in the AlohaSafe Story app is your choice. You can enable and disable such tracking at any time. It must be enabled for the AlohaSafe Story app to collect your location data based on time and latitude and longitude coordinates.

YOU CAN CHOOSE TO NOTIFY DOH IF YOU TEST POSITIVE

All information collected in the IOS or Android app shall be stored locally on the user’s mobile device.  If you test positive for COVID-19, you may choose to share the location tracking information with the DOH during the contact tracing investigation.  To share the location tracking information, you will need a valid, 6-digit code provided by the DOH contact tracer during the contact tracing investigation. This code is entered into the AlohaSafe Story app to upload the location tracking information. This code is not associated with your identity.

CHANGES TO THIS PRIVACY POLICY

You can revisit this Privacy Policy through your app store. We may update this Privacy Policy from time to time. If we make material changes to our Privacy Policy, we will notify you by posting the changes on AlohaSafe Story. The notification will indicate when such changes will become effective.

If you object to a new Privacy Policy, you may terminate participation in the AlohaSafe Story app by uninstalling the AlohaSafe Story app.
