Glass Advance Disposal Fee Program

The Glass Advance Disposal Fee (ADF) Program regulates businesses in Hawaii that manufacture or import non-deposit beverage glass containers from outside Hawaii for sale or use within the State of Hawaii. The 1.5¢ advance disposal fee is used to pay for the operation of county glass container collection programs.

  • ADF Importer Registration Form (6/2023)
  • ADF Annual Report Form  (4/2018) – For glass container importers who import 5,000 or more non-deposit beverage glass containers, but less than or equal to 100,000 non-deposit beverage glass containers. *Please download and save the form to your computer for all formulas to properly calculate.
  • ADF Quarterly Report Form (4/2018) – For glass container importers who import more than 100,000 non-deposit beverage glass containers. *Please download and save the form to your computer for all formulas to properly calculate.
