Child Abuse and Neglect Prevention Program
The Hawaiʻi Child Abuse and Neglect Prevention Program (CANP-P) is a statewide program, guided by the federal Community-Based Child Abuse Prevention (CBCAP) Program, and the primary administrator of the CBCAP grant. The federal CBCAP Program was established by Title II of the Child Abuse Prevention and Treatment Act Amendments (CAPTA) of 1996. The Office on Child Abuse and Neglect at the Children’s Bureau, Administration for Children and Families, Health and Human Services is responsible for overseeing and managing the federal CBCAP Program. There are CBCAP-funded programs in all 50 states, Washington, D.C., and Puerto Rico.
In Hawaiʻi, the CANP-P supports community-based efforts to strengthen and support families to prevent child abuse and neglect across the State of Hawaiʻi. The CANP-P aims to spearhead child maltreatment prevention initiatives through strategic collaborations with various state, federal, and community-based organizations. By leveraging these partnerships, the CANP-P intends to optimize resources that bolster and empower the state’s families, children, and youth. Emphasizing family engagement and leadership in decision-making processes is paramount, as their insights are invaluable in determining how grant funds are allocated and prioritized.
The CANP-P focuses on primary prevention and secondary prevention while fostering an understanding, appreciation, and knowledge of diverse populations in order to be effective in preventing and treating child abuse and neglect. The CANP-P develops unique approaches to address child abuse and neglect prevention efforts in communities. Some of these outcomes include increased knowledge of parenting skills, access to support services within the community, implementation fidelity, cultural competence, parental empowerment and development, and improvements in children’s behavior in response to positive parenting. Dissemination efforts include a focus at the community, state, and national levels, providing information directly to service agencies and researchers through conference and workshop presentations
Objectives
- To lead in coordination and collaboration across a network of public and private partners supporting community-based programs, ensuring children and families in Hawaiʻi are safe and thriving.
- To support community-based efforts to develop, operate, expand, enhance, and coordinate initiatives, programs, and activities to prevent child abuse and neglect and to support the coordination of resources and activities to better strengthen and support families to reduce the likelihood of child abuse and neglect.
- To foster understanding, appreciation, and knowledge of diverse populations to effectively prevent and treat child abuse and neglect.
- To support child maltreatment prevention and family cultural strengthening activities and initiatives, including evidence-based models and best practices.
