The HAWAII LIFEGUARD ASSOCIATION, in cooperation with the State of Hawaii Department of Health, the four County First Responder and Emergency Medical Service agencies, the Honolulu Medical Examiner Office, and the Hawaii Tourism Authority, is conducting a Snorkel Safety Study to determine the causes and risk factors associated with snorkel-related fatal and near-fatal ocean drowning’s in Hawaii.
