Equipping Primary Care Providers with Behavioral Health Supports

Project LAUNCH partners with the Pediatric Mental Health Care Access (PMHCA) Grant within the Department of Health to provide training and set up a teleconsultation warmline for pediatric providers and clinicians to support young children’s mental health needs. The Mental Health Pediatric Access Line (MPAL) teleconsultation warmline is now available for Maui County pediatric providers who need behavioral health consultative support.

Project LAUNCH also supports the Association for Infant Mental Health Hawai‘i (AIMH HI) in building the mental health workforce. AIMH HI provides Infant and Early Childhood Mental Health Endorsement, training in the DC:0-5™, and a listing of current infant and early childhood mental health clinicians in Hawai‘i.

DC:0-5™DC:0-5 Manual

The Diagnostic Classification of Mental Health and Developmental Disorders of Infancy and Early Childhood (DC:0-5™) is a system for diagnosing mental health and developmental disorders in infants and toddlers from birth to age 5. It takes a multiaxial (5 axes) approach and covers 8 categories of disorders with 42 possible diagnoses.

DC:0-5™ Crosswalk

Through collaboration between AIMH HI, the Department of Health, Med-QUEST, and community partners, the 2025 Hawai‘i DC:0-5™ Crosswalk is now available for use. The crosswalk can be used to map a diagnosis to common classification systems, such as the Diagnostic and Statistical Manual of Mental Disorders (DSM-5) and the International Classification of Diseases (ICD-10), that allows providers to bill Med-QUEST and receive reimbursement of services for diagnosing children using the DC:0-5™.
