CSHNB Strategic Plan

The Hawai‘i State Department of Health’s Children with Special Health Needs Branch (CSHNB) is proud to share our 2025–2030 Strategic Plan. This plan is our roadmap for strengthening services and support for children and youth with special health care needs (CYSHCN) and their families across Hawai‘i.

Together with families, health care providers, community partners, and policymakers, we are building a system of care that is family-centered, culturally responsive, and equitable—so every child has the opportunity to thrive from childhood through adulthood.

Our Five Priorities:

  • Engagement – Listening to families, connecting communities, and building partnerships.
  • Workforce – Supporting and advocating a growing skilled and compassionate workforce.
  • Data Systems – Using information to improve care and ensure accountability.
  • Financing – Strengthening funding so services are sustainable and accessible.
  • Policy – Shaping policies, guidelines and agreements that help children and families flourish.

This plan reflects our ongoing commitment to Hawai‘i’s keiki, especially those in underserved and vulnerable communities. By working together, we can create a future where all children with special health needs—and their families—receive the care, support, and opportunities they deserve.
