The following is being provided to inform the public of current environmental air matters.

Air Pollution Control Permits

For air permit applications that require a public comment period, the Administrative Record is provided below.  The Administrative Record for a permit application includes the draft Air Permit, draft Air Permit Review, and Public Notice.  To obtain copies of the Administrative Record for an application, please see the Public Notice.

  • The Air Permit states the conditions under which a facility is allowed to operate.
  • The Air Permit Review gives an assessment of the project, the regulatory requirements, and the proposed actions.
  • The Public Notice provides information on the public comment period, the public hearing, if applicable, and other related topics. Copies of the notice may also appear in the statewide Honolulu Star Advertiser and other local newspapers. The “closing date” represents the due date for any comments that may be solicited by the notice.

A public hearing will be held at 6:00 p.m. Hawaii Standard Time on December 8, 2025.  Interested persons are invited to attend the public hearing to make comments and recommendations on the draft Air Pollution Control Permit.  The DOH also invites comments regarding Native Hawaiian traditional and customary rights that may be affected or impaired by the proposed permit.

Notice of Public Comment Period for Hawaii’s Draft Infrastructure State Implementation Plan (I-SIP)

In accordance with Federal Clean Air Act §110(a)(1) and (a)(2), the Department of Health, State of Hawaii (DOH) is offering a public comment period for the subject I-SIP to implement, maintain, and enforce the 2010 sulfure dioxide (SO2), 2012 fine particulate matter (PM2.5), and 2015 ozone (O3) National Ambient Air Quality Standards (NAAQS).
