Air Emissions Reporting Requirements (AERR) + State & Local Emissions Inventory System (SLEIS)

Facilities subject to the federal Air Emissions Reporting Requirements (AERR) Rule must submit actual ton per year emissions of criteria pollutants and precursors for emissions inventory reporting. Although the AERR Rule allows facilities to report hazardous air pollutant (HAP) emissions on a voluntary basis; facilities must provide HAP emissions in accordance with annual emissions reporting requirements. Facilities must also provide criteria pollutant and greenhouse gas emissions for calculating annual fees.

In Hawaii, AERR sources must use the Hawaii State and Local Emissions Inventory System (SLEIS) for emissions inventory reporting and the data reported through this online system needs to be consistent with that for calculating annual fees.

Emissions inventory reporting by AERR sources builds the National Emissions Inventory (NEI). The NEI is prepared every three years by the Environmental Protection Agency based on Emissions Inventory System (EIS) data and emissions model inputs provided by State, Local, and Tribal agencies. Emissions inventory data is submitted electronically by CAB through SLEIS to the EIS every year according to AERR requirements. Emissions inventory data from the NEI and EIS is used by CAB for state planning purposes.
