NOTICE OF PUBLIC COMMENT PERIOD AND VIRTUAL PUBLIC HEARING ON

PROPOSED AMENDMENTS TO HAWAII ADMINISTRATIVE RULES (HAR)

HAR CHAPTER 11-55 AND APPENDICES C, J, L

The Department of Health, Clean Water Branch (CWB) is scheduling a public comment period from the date of this notice until June 23, 2023 to solicit input from the public and other stakeholders about the proposed amendments to HAR Chapter 11-55, and the readoption of the National Pollutant Discharge Elimination System general permits contained in Appendices C (discharges of storm water associated with construction activity), J (occasional or unintentional discharges from recycled water systems), and L (discharges of circulation water from decorative ponds and tanks).

Written comments can be submitted during the public comment period by sending e-mail to [email protected]; by sending postal mail to 2827 Waimano Home Road, Room #225, Pearl City, HI 96782; or by delivering to the listed street address.  Written comments must be received no later than 4:30 PM on June 23, 2023.

 The CWB is holding a virtual public hearing at 10:00 AM (Hawaii Standard Time) on June 23, 2023.  Oral comments can be submitted at the virtual public hearing.  Although not required, the CWB strongly encourages all commenters at the virtual public hearing to also summit their oral comments in writing.  Please visit DOH-CWB Guidelines for Submitting Written Comments – 20230317 Version for guidelines on how to submit written comments.

Copies of the proposed amendments and fact sheets are also available for public inspection, Monday through Friday (excluding holidays), from 7:45 AM until 4:15 PM, at the following locations.  Copies may be bought.

  • Maui District Health Office located at 54 High Street, Room 300, Wailuku, HI 96793.
