Neurotrauma Advisory Board

Aloha. The Department of Health is pleased to present the twenty-one members of the Neurotrauma Advisory Board. This board was established and signed into law as Act 160 on June 7, 2002 by the Governor. The purpose of the Neurotrauma Advisory Board is to advise the Department of Health on programs and resources to effectively meet the needs of neurotrauma survivors and their families. Neurotrauma Advisory Board meetings are currently being held on a monthly basis and are open to the public.

Member: Stella Wong

Background: Stella M. Q. Wong was born and raised in Honolulu. She received her education from the University of Hawaii, Masters in Social Work and a Bachelor of Science in Human Development. She taught at the University of Hawaii in Human Development from 1974-1986.  In 1982, she started at Interim Services as a Community Relations Representative and became Vice President of the firm in 1989. Her responsibilities included the management of the statewide sales and marketing efforts. She also conducted research to assess the community needs, develop innovative and creative ways to meet those needs and writing proposals for statewide contracts. In September of 1996, she became the Executive Director of Catholic Charities Elderly Services. Catholic Charities Elderly Services is an affiliate agency of Catholic Charities Hawaii, a nonprofit organization. Catholic Charities Elderly Services provides services to over 5,000 elderly on Oahu and the Big Island each year with eight programs.

Member: Joyce Arizumi

Background: Joyce has a degree in Fashion Design and Merchandising and has worked in Hawaii’s garmet industry for 15 years before becoming paralyzed from an auto accident in 1989 in which she was a passenger. She was President and is currently Secretary/Treasurer for SCI Group Hawaii. She took up oil painting in 1994 and participated in the Creative Arts Program at Rehab Hospital of the Pacific. Her painting “Mango” is featured in the November 2002 Maui-Molokai-Lanai Verizon Telephone Directory. She spends time at the family log cabin in Breckenridge, Colorado, engaging in winter adaptive downhill skiing. Being active, she drives a car with adaptive controls and uses a chair topper to store her wheelchair. She has been married for 35 years and has one son.

Member: Lyna Burian

Background: Lyna has a 27-year old son, who sustained a traumatic brain injury (TBI) in a traffic accident when he was 16. She has been very interested in the legislative process, and how bills get passed. She believes it is one of the best ways to get started in getting much-needed services for indivdiuals with neurotrauma injuries. She has been a Registered Architect/Planner in the Facilities Planning Office of the UH Community Colleges for the last 12 years. She has 10 years of experience as an advocate for her son and other individuals with neurotrauma injuries. She has been an active member of the Brain Injury Association of Hawaii for the last 8 years, and served as its President in 1997, 1998 and part of 2000, and has been active in its Legislative Committee for the last 6 years. Until her appointment to the Neurotrauma Advisory Board she was a member of the State TBI Advisory Board, which was created by Act 333 of the 1997 State Legislature.

Member: Angie Enoka

Background: Angie is a graduate of Chaminade University of Honolulu and a former teacher in both the public and private schools in Hawaii. She is a traumatic brain injury survivor since 1997. Angie is also a member of the Board of Directors of the Brain Injury Association of Hawaii and serves on the Executive and the Public Relations Committees. She is especially interested in addressing the needs and perspectives of other traumatic brain injury survivors like herself.

Background: Registered Nurse at Rehabilition Center of the Pacific



Member: Scott Sagum

Background: Scott W.K. “Scotty” Sagum A 51-year-old Stroke survivor. A former Hotel General Manager, small business entrepreneur, former Ironman Triathlon Competitor. Suffered a major hemorrhagic stroke on November 1993 at age 41. Lives totally independently, Drives, works, etc.

Member: Milton Takara

Background: On January 29, 1997, Milton was hit by drunk driver (intoxication level = .148) while on a moped, resulting in his traumatic injuries. Currently he is attending Hawaii Pacific University.
